Scrap gets attention because it is visible. You made a part, it failed, you throw it away, and the loss is obvious enough that someone tracks it. Rework is different. The part failed too, but instead of scrapping it you fix it, and because it eventually ships as a good part, the failure disappears into the routine. The extra handling gets absorbed into labor hours nobody questions. Over time rework becomes so normal that it stops being seen as a defect at all, and that invisibility is exactly what makes it so expensive.
the cost that hides in normal work
When rework becomes routine, it stops looking like a problem and starts looking like part of the job. The touch-up station has always been there. The extra step to fix that recurring issue is just how this part gets made now. The people doing it are not alarmed, because it is their normal day. And because it is normal, it does not trigger the response a defect should. Nobody opens a corrective action on something that happens every shift and always has. The organization has quietly agreed to treat a chronic defect as a permanent feature of the process, and to pay for it forever in labor that never gets questioned.
why it often costs more than scrap
Rework can easily be more expensive than the scrap everyone worries about, and it rarely gets compared. A scrapped part costs you the material and the work up to the point of failure. A reworked part costs you all of that too, since you made it wrong the first time, plus the diagnosis, the handling, the actual rework labor, the re-inspection, and the capacity that rework consumed on equipment and people who could have been making new product. It also carries a quieter risk. A reworked part has been through an off-standard process, and reworked parts do not always perform like parts that were made right the first time. You are often paying more to produce something slightly worse.
the metric that would show it does not exist
The reason rework stays invisible is that most operations have no clean measure of it. Scrap has a number because you account for the material you disposed of. Rework hides in general labor, in the time of people whose job quietly includes fixing things, in the capacity of a machine that is running reprocessed parts instead of new ones. None of that rolls up into a single figure anyone reviews. So a plant can have a rework cost that rivals or exceeds its scrap cost and never see it, because the accounting was never built to make it visible. What does not get measured does not get fixed, and rework is the classic example.
normal is the most dangerous word
The most dangerous phrase attached to rework is we have always done it that way. The moment a fix becomes routine, the pressure to eliminate its cause disappears, because the pain has been absorbed and no longer feels like pain. This is how operations end up with rework loops that have run for years, quietly consuming labor and capacity, defended by the fact that they have always been there. The very normalcy that makes rework comfortable is what protects the underlying defect from ever being fixed. Comfort with a workaround is the enemy of solving the problem it works around.
make it visible, then make it stop
The first real step is simply to see it. Measure the rework, in hours and in cost, and put a number on it the way you would scrap. That number is almost always larger than people expect, and the size of it is usually what finally creates the will to fix the root cause. Then treat every routine rework loop as what it actually is, a chronic defect the process is producing that you have chosen to absorb rather than eliminate. Some rework will always exist. But the routine, normalized, uncounted rework that everyone has stopped noticing is one of the largest hidden costs in most operations, and it stays hidden precisely because everyone stopped noticing.
